If you've ever used Photoshop, even for a few minutes, you've doubtless taken a photo and applied a few of the "artistic" filters such as watercolour, coloured pencil, etc. And, hopefully, you've realize how horrible it probably made your image look. ;-) The TwistedPixel approach takes it to a whole new level. My screen shot above really doesn't do the effect justice - you really need to check out the full gallery to see how good the conversions look. Used properly, this could create some amazing images.
