SkipTheBS

"Many songs you listen to contain so much nonsense that we belive you deserve the option of skipping all the junk. For example, take the first 14 seconds of popular rapper Jay-Z’s song called Threat. How about the end of this same song. It will make sense if you could skip all this nonsense and just listen to the real song. With SkipTheBS you can. SkiptheBS is a simple program that works with Windows Media Player, allowing you to select and save the portion of a song you want to listen to so that you never have to always fastfoward to the portion you want to listen to."

This is one of those applications that will be useless to 90% of people, but if you happen to listen to music that has "artistic filler" (that's a nice term for what I really think of it), this could be exactly what you're looking for. It's a free download with the option of giving a donation. [Language warning on the song they use as an example]
