"Rahman Imager is a remarkably full featured and free image editor that offers by far more than just a standard set of editing features. It comes with a full array of filters and enhancement options, support for layers, advanced color corrections, image resizing, adjustable sharpening and much more. The image window also integrates a handy optimization preview that allows you to quickly preview the image in a different format and quality (e.g as compressed JPEG or GIF). Additional features include an integrated thumbnail browser, histogram, text effects and multi-level Undo with history list."
I haven't tried this yet, but it's tough to beat free - worth a look!
